No, this version is not gender neutral. The NIV 2011 update reflects modern knowledge of Biblical languages and the Biblical world, and utilizes the English language more accurately. In cases where the original language allows for more ambiguity, the text does use gender inclusive language. However, the person of God is always rendered in the masculine form.
