answer 1
It is to be read by the student. However, it states at the beginning of the book that students should be able to read it with "minimal help" upon "completing" the five CLP phonics readers. Therefore I believe this book would be more appropriate for children who have completed Kindergarten.

answer 2
According to the publisher, students who have completed a kindergarten phonics program should be able to read this four-color book with minimal help. It includes a glossary at the back of the book to help young students understand highlighted vocabulary words in the text.
