As of right now, no, it is not captioned - HOWEVER, I did contact the production company, and they assured me that it would be captioned by the time it is re-released for next season. They wanted to get it released by Christmas this year, and did not have time to get the captioning completed.

I believe it is. Given the time line when the film was produced, I strongly believe it is.
