I will try to answer at least part of this question. Though I have not used all of the NIGT commentaries, I have used several of them and am familiar with most of the authors who contributed to the set. Generally speaking, yes, all are conservative scholars. Of course, some are more conservative than others. Also, the fact that a given author is relatively conservative does not mean that every comment will be so. As far as the second half of your question is concerned, I have no information as I have not used the volume on Matthew extensively.

The NIGTC series is broadly Evangelical in scope. Commentators come from a varied array of backgrounds. John Nolland, the author of Matthew, is Anglican (Church of England).
