Twelve-year-old Emma O'Conner goes to live with her aunt in the small town of Doverville where a controversy is brewing for dog lovers. The mayor (and town dogcatcher) decides to outlaw dogs in the entire town, and Emma finds herself in the middle of the "dog-fight" to strike down the law! She can't imagine a town with no lovable dogs at all. In order to help her four legged friends, Emma organizes a group of schoolmates, grown-ups, and adorable dogs of all shapes and sizes to create a spectacular holiday pageant. Will it be enough to convince the mayor to change his mind?
